On Monday, October 2, 2023, the Village of New Lenox and its Safe Community Coalition are hosting “One Thing: Speak Up, Speak Out” – Focus on Elder Abuse. With the support of “Will County Take Back the Night,” this event will be held in the Community Room at the New Lenox Village Hall, 1 Veterans Parkway, New Lenox, IL 60451. Will County State’s Attorney James W. Glasgow has a long and distinguished career during which he has implemented groundbreaking initiatives to investigate, prosecute, and prevent crime. Under Glasgow’s leadership, the office has maintained a felony conviction rate 15 points higher than the state average while serving the public with innovative programs to address community justice needs. Glasgow received international attention for the successful prosecution of Drew Peterson, securing a 38-year sentence against all odds in the murder of his third wife in the landmark case. Peterson was later found guilty in a murder-for-hire plot to kill Glasgow for which he was sentenced to 40 years in prison.
State’s Attorney Glasgow is known for his many unprecedented and innovative programs. He established the Will County Children’s Advocacy Center, spearheaded Will County’s diversionary court program and each of its four Problem Solving Courts, pioneered Will County’s first specialized Domestic Violence Court, and established the League of Extraordinary Canines and Friends to address animal neglect and cruelty. Glasgow routinely uses forfeiture funds seized from criminals to benefit the community through initiatives ranging from provided police canines to law enforcement agencies throughout Will County, to providing vehicles to local nonprofits. Now serving an unprecedented seventh term, State’s Attorney Glasgow has committed himself to making Will County a safe place for its residents to live, work, and raise their families.
During this presentation, State’s Attorney Glasgow will discuss the prosecution of elder abuse cases by the State’s Attorney’s Office, including physical abuse and neglect as well as financial exploitation.
Matt Arbanas, CCU Assistant Director, Senior Services of Will County, has 13 years in human services and started in case management for 10 years before going into management / administration. Arbanas is an Illinois Department on Aging Certified Service Provider. This includes oversight of the Community Care Program (CCP) and the Adult Protective Services (APS) Program.
Assistant Director Arbanas will discuss the Community Care Program, which provides non-medical services to people aged 60+. The purpose of the program is to keep the aging population as independent as possible within their own homes. Services provided include Home Care Aide, Emergency Home Response, Adult Day Service, Senior Companion, Money Management, Automated Meds Dispenser, and Home Delivered Meals (meals on wheels).
In addition, those in attendance will learn about the Adult Protective Services Program, which investigates allegations of abuse for vulnerable adults (18-59 w/disability or 60+).
The purpose of the program is to intervene in instances where possible Abuse, Neglect or Exploitation of a vulnerable adult may be occurring in the community. Services provided include investigations of alleged abuse, determining if abuse is occurring (or not), interventions to alleviate issues surrounding abuse allegations, and monitoring the implementation of interventions to ensure their success.
Detective, Investigations Unit, New Lenox Police Department will address financial abuse, common financial scams of older adults and the investigation of both.
